Vietnam issues new legal framework for offshore wind development

The Government of Vietnam has issued Decree 272/2026, introducing a new legal framework to support the development of offshore wind projects as part of the country’s broader renewable energy and electricity market objectives. The regulation focuses on the early stages of offshore wind project development and establishes a clearer regulatory pathway for site surveys and project approvals.

The decree sets out eligibility requirements for offshore wind survey activities, including a minimum capital requirement of VND1 billion per MW of proposed offshore wind capacity, technical capability criteria and a written commitment from developers not to seek reimbursement for survey costs. It also includes provisions relating to financial responsibility and project accountability. For offshore wind projects supplying electricity to the national grid, developers must obtain investment policy approval before proceeding, providing a more structured approval process for project development.
