According to the tender guidelines, the scope of work includes the development of the InSTS project and ten years of operations and maintenance services. It is to be executed on a lump-sum turnkey basis within 23 months, with interconnection at the 66 kV level. The eligible bidders must qualify as Class-I local suppliers and demonstrate prior experience of having completed at least one wind project of 15 MW involving land acquisition or aggregation, design, engineering, construction, and commissioning, including power evacuation infrastructure at the 66 kV level, within the past seven years.
Additionally, bidders must have cumulatively completed wind projects totalling at least 50 MW with a similar scope during the same period. The bidders are required to furnish an earnest money deposit of Rs 23.69 million along with a bidding fee of Rs 30,000 for participation in the electronic tendering process.
Earlier in May 2025, IOCL had approved an additional equity investment of Rs 10.86 billion in its wholly-owned subsidiary, Terra Clean, to support the development of 4.3 GW of renewable energy capacity, expanding on the earlier approved 1 GW capacity.
