HPCL Issues EPC Tender for Floating Solar Projects in Rajasthan and Andhra Pradesh

HPCL Renewable and Green Energy (HPRGE), a subsidiary of Hindustan Petroleum Corporation (HPCL), has floated a tender for the engineering, procurement, and construction (EPC) of three floating solar projects. The projects include a 9 MW floating solar project in Jaisalmer, a 14 MW floating solar project in Balotra, and a 2 MW floating solar project in Visakhapatnam, Andhra Pradesh. The first two projects will be developed in Rajasthan. The last date for submission of bids is October 15, 2024.

According to the tender guidelines, the average annual turnover required from the bidders in the preceding three years is different for all three projects. It stands at Rs 72.6 million for the Jaisalmer project, at Rs 97.5 million for the Balotra project and Rs 9 million for the Vishakhapatnam project. Prior experience in executing a minimum 1 MW EPC contract for a grid-connected floating solar power project is required for the first two projects. For the Vishakhapatnam project, the bidders should have experience with a 500 kW grid-connected floating solar power project and balance of system.

The winning bidder will be responsible for the projects’ operation and maintenance for ten years. The power generated by the Jaisalmer site could be transmitted to the consumption site using intra-state open access, or under a behind-the-meter system. For the other two projects, electricity consumption can occur onsite through a behind-the-meter system. The solar modules to be used in the projects must be on the latest Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

In June 2024, HPCL Renewable and Green Energy (HPRGE) issued a request for proposals for land and EHV transmission system package tender for the establishment of inter-state transmission system (ISTS) connected 600 MW solar projects at various locations in India.
