SECI issues tender for 1,500 MW electrolyser manufacturing

The Solar Energy Corporation of India (SECI) has issued a request for proposals for appointing electrolysers manufacturers to develop 1,500 MW electrolyser manufacturing capacities. The project will be set up in India as a part of Strategic Interventions for Green Hydrogen Transition scheme, Tranche II.

According to the tender guidelines, the bidders are required to submit Rs 740,000 per MW per project as an earnest money deposit. The developers are required to submit Rs 1.48 million per MW per project of allocated capacity as performance bank guarantee. The bid submission deadline is April 30, 2024.

The overall capacity is divided into separate buckets. In bucket 1, the electrolyser manufacturing capacity of 1,100 MW can utilise any stack technology, while in bucket 2A, the 300 MW allocation requires the use of domestically developed stack technology. For bucket 2B, the 100 MW capacity for electrolyser manufacturing should rely on smaller units of domestically developed stack technology. The bidders have the option to bid for all three buckets. The evaluation process will initially prioritise bucket 2B, and any unallocated capacity will then be moved to bucket 2A. Following that, bucket 2A bids will be assessed, and any remaining capacity will be transferred to bucket 1. Evaluation of bids for bucket 1 will be the final step in the process. The minimum and maximum bidding capacity for bucket 1 and 2A ranges from 100 MW to 300 MW, while for bucket 2B, it ranges from 10 MW to 30 MW.

If there are multiple bids from one entity, including submissions from its parent company, ultimate parent, affiliates, or group companies, all bids from that entity will be considered invalid. In the scenario of a joint venture company or consortium, a partner or company can collaborate with another partner or company for producing capacity in a single bid exclusively. The electrolyser production plants awarded under this tender will have 30 months from the issuance date of the letter of award to finalise the commissioning of the entire manufacturing capacity. The manufacturing facilities granted through this tender will qualify for quarterly incentives on electrolyser sales for a period of five years starting from the commissioning date.
