RECPDCL Floats 3 GW ISTS Transmission Tender in Andhra Pradesh

REC Power Development and Consultancy Limited (RECPDCL) has issued a request for proposal to develop an inter-state transmission system (ISTS) to integrate 3 GW of renewable energy at the Ananthapuram-II renewable energy zone Phase II in Andhra Pradesh. 

According to the tender guidelines, the bidders must submit a bid bond of Rs 408 million. The scope of work includes augmenting the Ananthapuram-II pooling station with a 400/220 kV, 1×500 MVA interconnecting transformer (ICT), and associated 220 kV and 400 kV line bays for renewable energy line terminations. Additional augmentation at the same station involves installation of two 765/400 kV, 1,500 MVA ICTs, six 400/220 kV, 500 MVA ICTs, and additional 220 kV line bays for renewable energy line terminations. A new 765/400 kV substation will be set up at CN’Halli with three 1,500 MVA transformers and two 330 MVAr, 765 kV bus reactors. A 765 kV double-circuit transmission line will be constructed to connect Ananthapuram-II and CN’Halli, with 330 MVAr switchable line reactors at the Ananthapuram-II end on both the circuits. Furthermore, the project scope also involves a loop-in loop-out of one circuit of the Talaguppa–Neelmangala 400 kV double-circuit line at CN’Halli. Additionally, the diverted Hassan section on one circuit may be extended to CN’Halli or the other circuit will be looped in and out to create a direct 400 kV double-circuit connection between CN’Halli and Hassan.  The project is to be completed within 24 months from the date of allocation. The deadline for bid submission is July 27, 2025.

According to the eligibility criteria, the bidders must have executed infrastructure projects with a total capital expenditure (capex) of at least Rs 20.4 billion in the past five years, with each individual project having a capex of Rs 4.08 billion. Alternatively, they must have received a total of Rs 20.4 billion in payments for fully completed construction works in the last five years. Additionally, the bidders must have had a minimum net worth of Rs 8.16 billion in any of the last three financial years, with no negative net worth reported during this period.
