PFC Consulting Issues Tender for Renewable Energy Transmission in Madhya Pradesh

PFC Consulting has issued a tender to expand the renewable energy evacuation capacity by 4,500 MW and construct line bays at the Mandsaur substation in Madhya Pradesh. The project involves establishing a new 400 kV and 765 kV bus section-II and a 220 kV bus section-3 with sectionaliser arrangements, along with increasing the substation’s transformation capacity. The scope of work includes a 220 kV line bay for Waaree Renewable Technologies’ solar project, a 400 kV line for NTPC Renewable Energy’s solar project, a 220 kV line bay for JSP Green’s wind project, and a 220 kV line bay for TEQ Green Power’s hybrid project. All line bays will be installed at the Mandsaur pooling station. The deadline for bid submission is May 16, 2025.

According to the tender guidelines, the selected developers will execute the project on a build-own-operate-transfer basis, undertaking tasks such as design, engineering, construction, and commissioning. They will also be responsible for project financing, surveys, obtaining necessary clearances, and compensating for land acquisition. Required approvals include environmental, forest, civil aviation, railway, road, river, canal, power crossing, and telecommunication coordination committee clearances. The contract performance guarantee is set at Rs 135 million, while the bid bond amounts to Rs 54 million. The deadline for project completion is March 30, 2028.

According to the eligibility criteria, the bidders must have previously developed infrastructure projects with a combined capital expenditure of at least Rs 5 billion in the past five years, with each project valued at no less than Rs 1 billion. Alternatively, they must have received total payments of at least Rs 5 billion for infrastructure projects during the same period, with each project worth at least Rs 1 billion. Additionally, the bidders must also demonstrate a net worth of at least Rs 2.5 billion over the last three financial years.
