Gujarat Urja Vikas Nigam Limited (GUVNL) has issued a request for proposals to select developers for development of 250 MW/500 MWh (250 MW x 2 hours) standalone battery energy storage systems (BESS) for on demand use. Located in Gujarat, the project will be set up on the basis of build, own, and operate model. The tender has been floated on an international competitive bidding basis, phase III.
According to the tender guidelines, the bidders are required to furnish Rs 740,000 per MW as an earnest money deposit. Before signing a battery energy storage project agreement (BESPA), the developers are required to submit Rs 1,850,000 per MW as a performance bank guarantee. Furthermore, the developer must be responsible for maintaining transmission system and bearing project’s overall infrastructure construction expenses till the interconnection point. The BESS will be powered by drawing electricity from the Gujarat Energy Transmission Corporation network as per the dispatch instructions provided by the state load dispatch center. The charging and discharging operations of the system will fall within the purview of GUVNL. The bid submission deadline is April 22, 2024.
The project’s capacity will be rated at 250 MW, representing the peak value of both the active output and input power at the delivery point. The energy rating of the system, set at 500 MWh, will denote the dispatchable capacity measured at the metering point. The developer of the BESS is required to ensure a minimum system availability of 95 per cent on an annual basis. The bidders are required to submit a minimum bid size of 140 MWh (70 MWh x 2 hours). The project should be completed within 18 months of BESPA being signed. In order to minimise technological uncertainties and guarantee the prompt commissioning of projects, only commercially proven and operational technologies are allowed for implementation.
