GEDA Releases Guidelines for Off-Grid Renewable Energy Projects

The Gujarat Energy Development Agency (GEDA) has introduced detailed procedures for setting up offgrid solar, wind, and wind-solar hybrid power projects. These guidelines aim to support entities in meeting renewable purchase obligation requirements, expand renewable energy in offgrid areas, and enhance energy security and sustainability.

Developers must apply online via GEDA’s renewable energy portal, with provisional registration fees of Rs 50,000 plus GST for wind and hybrid projects and Rs 10,000 plus GST for solar projects. A no objection certificate (NOC) from discom/getco is mandatory to confirm the project is offgrid. Wind and hybrid project developers must also verify turbine locations, paying Rs 1,000 plus GST per site.

Registration fees vary by project size, from Rs 300,000 for wind and hybrid projects up to 25 MW to Rs 1,800,000 for projects exceeding 100 MW. Solar projects under 1 MW require Rs 13,000, while those above 1 MW require Rs 26,000. Moreover, projects must comply with the Ministry of New and Renewable Energy’s “Guidelines for Development of Onshore Wind Power Projects”. In case of disputes, Gujarat’s Energy and Petrochemicals Department will have the final authority and the decision will be binding on all stakeholders.
