Colombia Establishes Gecelca Solar to Drive Clean Energy Transition

The Ministry of Mines and Energy of the Colombian government has announced the formation of Gecelca Solar as a new platform to support Colombia’s energy transition. The new entity will begin with an initial solar portfolio of 650 MW, anchored by a 200 MW solar project intended to serve more than 150,000 households along the Caribbean coast. 

The region has reportedly faced persistent challenges related to high electricity costs and limited energy access. Furthermore, the government intends to use this platform to redirect resources toward additional renewable energy projects, seeking to promote fairer tariffs and reduce energy poverty.

In September 2025, Scatec signed a 15-year power purchase agreement with BTG Pactual Comercializadora de Energía to supply around 85 per cent of the output from a 130 MW solar project in Colombia. The project is being built in Nariño with an estimated capital expenditure of $110 million,  with the remaining generation will be sold on the local electricity market.

In November 2025, EIB Global announced a loan of up to $200 million to finance the construction of the 180 MWac Guayepo III and 180 MWac Atlántico solar projects in Colombia’s Atlántico region. The financing is partly guaranteed by Italy’s export credit agency, which is covering 50 per cent of the exposure with backing from the Italian government.
