RECPDCL Issues Tender for Power Evacuation from Hydro Pumped Storage Projects

REC Power Development and Consultancy (RECPDCL), a wholly owned subsidiary of REC Limited, has floated a tender for selection of a transmission service provider to establish an inter-state transmission system (ISTS) for a network expansion program in the western region. This project will accommodate pumped hydro storage projects (PSP) near Talegaon in Pune, Maharashtra. This shall take place through the tariff based competitive bidding process. The last date to submit the bids is December 20, 2024.

The project will cater to the evacuation of 1.5 GW of power from PSPs near Talegaon through the establishment of 2×1500 MVA, 765/400 kV substation to the south of Kalamb with 2×330 MVAr, 765 kV bus reactor and 2×125 MVAr, 420 kV bus reactor. Tata Power has applied for connectivity for Bhivpuri (1,150 MW) PSP at Bhivpuri, Raigad in Maharashtra and CTUIL has granted in-principle approval for the same.

The scope of work includes establishing, operating, and maintaining the project on a build, own, operate, and transfer basis. The winning bidder must undertake survey, detailed project report formulation, arranging finance, project management, necessary consents, clearances, permits and compensation, design, engineering, equipment, material, construction, erection, testing, and commissioning of the project. The scope of work also involves the design, construction, and testing of all equipment, facilities, components, and systems in accordance with the transmission service agreement and applicable government rules and guidelines.

According to the tender guidelines, bidders should have developed projects in the infrastructure sector with aggregate capital expenditure of at least Rs 6.2 billion in the last five years. The capital expenditure of each project must not be less than Rs 1.24 billion. The net worth of the bidder should be Rs 2.5 billion or more in the last three financial years.
