GUVNL declares winners of its 500 MW wind-solar hybrid auction

Results for Gujarat Urja Vikas Nigam Limited’s (GUVNL) auction to develop 500 MW of grid-connected wind-solar power projects have been announced. The tender for the project was issued in November 2023. The project was tendered with the opportunity to expand the capacity by a further 500 MW under the greenshoe option. By quoting Rs 2.99 per kWh and Rs 3.04 per kWh, KPI Green Energy and Juniper Green Energy have won 50 MW and 150 MW, respectively. Out of the entire capacity put up for tender, only 280 MW went through the auction process, and only 200 MW was ultimately granted.

The developers have the option to link their power stations and facilities to either the state transmission utility or the substation of the central transmission utility. The location at which electricity is supplied into the Gujarat Energy Transmission Corporation’s grid system will be the designated delivery point or interconnection point, if the developers decide to link the power plant and its facilities to an interstate transmission system. For the energy purchased during the duration of power purchase agreement, GUVNL will not be responsible for the interstate transmission costs or losses.

The hybrid project developer will bear all costs, including transmission and wheeling charges and losses between the project and the delivery point, without any compensation from GUVNL. This includes any event resulting in a change in law. However, GUVNL will be responsible for paying all costs, including wheeling charges and losses resulting from transmission and distribution beyond the delivery point up to the contracted capacity.
Furthermore, NTPC has mandated the use of indigenously manufactured solar modules (list I) listed in the approved list of models and manufacturers. Additionally, under the tender, only wind-turbine models issued by the Ministry of New and Renewable Energy, listed in revised list of models and manufacturers will be allowed.
