Uttarakhand Jal Vidyut Nigam Limited, a wholly owned enterprise of the Government of Uttarakhand, has issued a tender for setting up a standalone battery energy storage system (BESS) at the Dhakrani hydroelectric project in Dehradun. The project will be developed under a build-own-operate-and-transfer model and will be located near the existing 132/33 kV Dhakrani substation, with grid connectivity at the 33 kV level.
According to the tender guidelines, the project forms part of a broader three-package programme with a combined battery storage capacity of 60 MW/150 MWh. It is supported by viability gap funding of Rs 1.8 million per MWh under the power system development fund. The scope of work includes the design, engineering, supply, installation, testing, and commissioning of the project. It also includes providing operation and maintenance services for the project, along with setting up a dedicated transmission system up to the interconnection point at the state transmission utility substation.
The bidders are required to submit an earnest money deposit of Rs 15 million and a tender document fee of Rs 5,000. The bidders must also furnish a security deposit of Rs 500,000 per MWh, totalling Rs 37.5 million for 75 MWh. Furthermore, the successful bidders are required to submit a performance bank guarantee of Rs 1.25 million per MW, totalling Rs 37.5 million. The bid submission deadline is February 25, 2026.
