Dakshin Haryana Bijli Vitran Nigam (DHBVN) has floated a tender for the installation of 26.75 MW decentralised ground-mounted, grid connected solar power projects under Component A of Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM KUSUM) program. The last date of bids submission is November 25, 2024.
According to the tender guidelines, bidders have to submit an application processing fee of Rs 5,000 plus 18 per cent GST and an earnest money deposit of Rs 100,000/MW. Bidders have to provide proof of availability of funds for minimum 30 per cent of the cost of capacity applied with the estimated cost being Rs 40 million.
The scope of the bid ranges from 500 kW to 2 MW. These will be connected to the 33/11 kV, 66/11 kV, and 132 kV substations. Land of 4 acres/MW has to be procured for the solar projects, and installed within a 5 km radius of the substation. The solar power generated by the projects will be purchased by the Haryana Power Purchase Centre (HPPC) at a levelised tariff of Rs 3.11/kWh. Further, HPPC will sign 25-year power purchase agreements with the winning bidders on behalf of DHBVN.
Eligible participants can include farmers, groups of farmers, cooperatives, panchayats, farmer producer organizations, and water user associations that own land or have land lease agreements. The projects can be developed by individual farmers using their barren, uncultivable pasture or marshy land. The project can be developed on agricultural land provided that the farming activity is not affected and the solar panels are installed on stilts.
