Assam Power Distribution Company Limited (APDCL) has issued a tender to develop 134 MW of rooftop solar capacity across government buildings under the PM Surya Ghar: Muft Bijli Yojna. The capacity will be distributed across three regions, with 76 MW allocated to lower Assam, 31 MW to central Assam, and 27 MW to upper Assam. The deadline for bid submission is March 11, 2025.
According to the tender guidelines, bidders are required to submit a money deposit of Rs 840 per kW of the quoted capacity. Selected bidders will sign a power purchase agreement at a tariff of Rs 5.73 per kWh for the supplied power. The scope of work includes the design, supply, installation, testing, and commissioning of the projects, along with ensuring grid connectivity in compliance with APDCL and Assam Electricity Regulatory Commission regulations. Additionally, successful bidders must provide operations and maintenance services for 25 years. The projects must use solar modules listed in the Approved List of Models and Manufacturers. The projects must also be completed within six months from the date of signing of the power purchase agreement, with a maximum extension of 90 days beyond the scheduled commissioning date. Failure to achieve the minimum capacity utilisation factor of 13.5 per cent will result in liquidated damages amounting to 50 per cent of the PPA tariff.
According to the eligibility criteria, the bidders must have developed rooftop solar projects amounting to at least 10 per cent of the tendered capacity over the last five financial years, including at least one project with a minimum capacity of 50 kW that has been operational for at least six months. Furthermore, the bidders are required to have a positive net worth in two of the last three financial years, along with a minimum average annual turnover of Rs 12,600 per kW of the total quoted capacity over the last three financial years.
