Jaipur : Rajasthan Solar Association (RSA) today successfully hosted a high-impact webinar titled “ALCM 2026: Balancing Policy Preparedness and Growth for India’s Solar Manufacturing Ecosystem”, bringing together leading voices from India’s renewable energy sector to discuss the implementation readiness, industry preparedness and long-term implications of the Approved List of Cell Manufacturers (ALCM) framework.
The webinar witnessed participation from over 250 industry stakeholders in hybrid mode, including developers, manufacturers, consultants, EPC companies, investors, advisors and policymakers. The session evolved into a powerful and candid industry dialogue, with speakers openly voicing concerns, recommendations and urgent calls for policy clarity to ensure that India’s ambitious renewable energy targets are not impacted during the ALCM transition.
Throughout the webinar, panelists engaged in a sharp and solution-oriented discussion around supply chain preparedness, manufacturing readiness, project execution risks, financing challenges and the broader implications of implementation timelines on India’s solar growth trajectory. Industry leaders collectively emphasized that while the intent behind strengthening domestic manufacturing is widely supported, execution preparedness and ecosystem readiness must remain equally critical priorities.
Opening the session, RSA emphasized that while the industry strongly supports the Government of India’s “Make in India” vision and the growth of domestic manufacturing, the transition towards ALCM implementation must be calibrated carefully to avoid disruptions to project execution, energy security and India’s ambitious renewable energy targets.
Addressing the participants, Mr. Nitin Agrawal, CEO, Rajasthan Solar Association, said:
“The industry is fully aligned with the vision of strengthening domestic manufacturing under Make in India. However, the renewable energy sector is also central to India’s energy independence journey, and therefore the transition towards ALCM implementation must ensure continuity, preparedness and balanced growth for all stakeholders.”
He further added:
“This webinar was organised with urgency because the industry is standing at a crucial policy transition point. Developers, manufacturers, consultants and sector experts must collectively work towards practical solutions that support both manufacturing growth and renewable energy expansion.”
The webinar focused on key issues surrounding ALCM 2026 implementation, including domestic manufacturing capacity, supply-demand alignment, project execution timelines, financing concerns, module and cell availability, pricing stability and the broader impact on India’s renewable energy pipeline.
Delivering the keynote address, Dr. Rohit Gupta, Chairman and Managing Director, Rajasthan Renewable Energy Corporation Limited (RRECL), highlighted the importance of policy preparedness and ecosystem-wide coordination for ensuring uninterrupted renewable energy growth.
“India’s renewable energy transition requires both manufacturing strength and execution readiness. Policy implementation must be aligned with on-ground realities so that the momentum of solar deployment continues without disruption,” said Dr. Rohit Gupta.
Sharing industry perspectives during the panel discussion, Mr. Viraj Gorkhe, Managing Director, Vibgyor Energy, observed:
“The sector needs a balanced and practical transition roadmap. While domestic manufacturing expansion is essential, project developers and investors also require visibility, supply certainty and implementation clarity.”

Industry experts further emphasized that collaborative engagement between policymakers, manufacturers, developers and financing institutions will play a critical role in achieving India’s long-term clean energy and energy security ambitions.
During the discussions, several panelists strongly articulated that any disruption in module and cell availability, pricing stability or execution timelines could directly impact investor confidence, ongoing projects and India’s renewable energy expansion plans. Speakers repeatedly stressed that policy implementation should be phased, practical and aligned with on-ground realities.
The webinar emerged as an important industry platform where stakeholders voiced the need for stronger coordination between government agencies, manufacturers, developers and financing institutions to ensure a smooth and sustainable transition under the ALCM framework.
