Philippines Unveils Offshore Wind Roadmap to Boost Renewable Energy Development

The Government of the Philippines has introduced a comprehensive offshore wind road map to address long-standing permit bottlenecks and support its goal of unlocking over 178,000 MW in offshore wind energy potential.

It was developed with the southeast asian energy transition partnership, the Department of Energy (DOE) outlined the steps and regulatory processes required to build wind farms at sea, involving over 80 permits across 25 agencies. The DOE stressed that the roadmap balances efficiency with environmental and social safeguards. The agency is also targeting 3,300 MW of fixed-bottom offshore wind capacity in the upcoming green energy auction round 5 (GEA-5), set for delivery between 2028 and 2030. The initiative supports the country’s renewable energy goals, with plans to raise the share of renewables in the power mix from 22 per cent to 35 per cent by 2030.
