The Maharashtra Energy Development Agency (MEDA) has issued a tender inviting bids for establishing green hydrogen production facilities with a cumulative capacity of 130 kilo tonnes per annum (KTPA) under the Maharashtra Green Hydrogen Policy 2023.
According to the tender guidelines, the scope of work includes installation, commissioning, and long-term operation of green hydrogen and associated renewable energy facilities. The scope also includes installing approved monitoring systems and regularly submitting compliance and production reports. The bidders must submit a money deposit of Rs 7.5 million per KTPA in the form of a 12-month valid bank guarantee. The tender includes anchor units of up to 100 KTPA and experimental anchor units of 30 KTPA. Furthermore, the bidders are required to submit construction plans, programme evaluation and review technique charts, and evidence of their ability to commission at least 80 per cent of the awarded capacity. Failure to commission 80 per cent of the awarded capacity will lead to disqualification from incentives. Electrolyser underperformance or insufficient renewable energy integration will attract a one per cent penalty on the minimum fixed capital investment.
Additionally, the modules used must be sourced from the Approved List of Models and Manufacturers mandated by the Ministry of New and Renewable Energy. The deadline for bid submission is July 4, 2025. According to the eligibility criteria, the bidders must demonstrate a net worth of Rs 600 million per KTPA as of financial year 2023–24, comprising Rs 150 million for green hydrogen and Rs 450 million for renewable energy. Additionally, the total capital per bidder is set at Rs 60 billion.
