TGGENCO Launches Tender for 250 MW/500 MWh BESS Project

Telangana Power Generation Corporation (TGGENCO) has issued a tender to develop a pilot project for a standalone battery energy storage system (BESS) with a capacity of 250 MW/500 MWh in Telangana. Developers will be eligible for viability gap funding of €2.7 million per MWh or 30 per cent of the project’s capital cost, whichever is lower. The bid submission deadline is February 21, 2025. 

According to the tender guidelines, the bidders are required to pay a document fee of Rs 29,500 and a document processing fee of Rs 10,000 per MW . They must also submit a deposit of Rs 432,000 per MW and provide a performance bank guarantee of Rs 1.08 million per MW. The minimum bid size is set at 100 MWh, corresponding to 50 MW over 2 hours. Developers are required to commission the BESS within 18 months of signing the battery energy storage purchase agreement, which will remain valid for 12 years from the full commissioning date. The project must utilise the developer’s chosen battery technology and be connected to the state transmission network. Charging power will be supplied by the state distribution companies (DISCOMS), and the BESS must supply power to the DISCOM network as per instructions from the state load despatch centre.

The BESS must support two operational cycles per day, with developers guaranteeing a minimum system availability of 95 per cent annually and an 85 per cent monthly AC-to-AC roundtrip efficiency. Successful bidders will be provided with land on a right-to-use basis through a lease agreement with TGGENCO at no additional cost. Developers must employ commercially established and operational technologies to minimise technology risks and ensure timely project commissioning. According to the eligibility criteria, the bidders must have a minimum net worth of Rs 4.32 million per MW of the quoted capacity, as of the end of the last financial year or seven days before the bid submission deadline.
