East Central Railway Issues Tender for 10 MW Solar Projects

East Central Railway of Samastipur division has issued a request for proposals for the installation of 10 MW ground-mounted solar projects. To be located at various locations, the projects will be developed on the basis of build, own, operate, and transfer model. The projects will be developed in two capacity ranges: range 1, spanning from above 500 kW to 1 MW, and range 2, covering above 1 MW up to 5 MW. The bidders have the option to bid for one or both capacities.

According to the tender guidelines, the bidders are required to submit Rs 1.07 million per MW of quoted capacity as an earnest money deposit. Within 30 days of signing the power purchase agreement (PPA), the developers are required to furnish Rs 1.6 million per MW as a performance security. The developer will be responsible for operations and maintenance for a period of 25 years. The bid submission deadline is July 18, 2024.

After receiving the letter of award, the developer and the railways will enter into a 25 year PPA. The projects must be completed within 240 days of work order issuance. To be eligible, bidders must have experience in installation of grid-connected ground-mounted solar projects, with capacity of at least total 500 kW. Furthermore, only indigenously manufactured solar modules listed in the Approved List of Models and Manufacturers must be used in the projects.
