Tender: Rajasthan Electronics and Instruments for EV Charging Stations in Delhi

Rajasthan Electronics and Instruments Limited (REIL), a collaboration between the Government of India and the Government of Rajasthan, has issued a request for proposals to appoint a charge point operator to establish electric vehicle (EV) charging stations at eight locations within the New Delhi Municipal Council area.

According to the tender guidelines, the tasks encompass site surveying and selection, planning, supplying, installing, commissioning, operating, and maintaining EV charging equipment, as well as providing on-site comprehensive warranty for a duration of ten years. The chosen bidder is required to set up a minimum of one 60 kW dual EV charger at each site, designed to be compatible with either a combined charging system or other prevailing EV charging standards to ensure broad compatibility with a wide range of EVs. The fast EV charging stations are anticipated to provide charging services for a variety of EV, encompassing two-wheelers, three-wheelers, four-wheelers, and electric rickshaws, at specified sites. Furthermore, bidders fees for bid documents and earnest money deposits are waived. The developers are required to submit Rs 4.32 million as a performance bank guarantee. Bidders are required to make an upfront payment, which is non-refundable, towards project management and administration charges to REIL. The bid submission deadline is April 23, 2024.

The bidders are also tasked with developing and financing the upstream electrical infrastructure for the charging station. This includes transformers, ring main units, cables, installation, load improvements, and acquiring new electrical connections from the distribution company. This responsibility extends to both one-time costs and ongoing expenses like data charges, maintenance, and staffing for operational needs if required. Additionally, they will be responsible for installing a waterproof canopy, barricades, lighting setups, security systems, and any other essential structures to guarantee the effective operation of the EV charging station. Bidders must mobilise skilled personnel, essential equipment, logistical support, spare parts, and consumables throughout the supply, installation, commissioning, and operation and maintenance phases of EV charging stations or any associated infrastructure developed under the agreement. This obligation extends for a period of 10 years from the signing date of agreement. They must possess expertise in the automotive industry or EV charging infrastructure, which may entail involvement in e-mobility or participation in the supply, commerce, or management of EV charging infrastructure. The bidders are required to exhibit experience in providing, setting up, operationalising, and managing a minimum of 50 EV charging stations for a duration of at least one year from the tender publication date. They must have prior involvement with a minimum of 20 EV charging stations located within government departments or premises.
