RUMSL invites bids for 400 MW firm and dispatchable clean power

REWA Ultra Mega Solar Limited (RUMSL) has issued requests for proposals for purchasing grid-connected firm and dispatchable clean power of capacity 400 MW. In order to fulfill the supply commitments, the developers are required to initiate eight projects, each with a capacity of 50 MW, resulting in a cumulative capacity of 400 MW.

Each individual project with a 50 MW capacity must include; commissioning of a 75 MW solar project on allocated land within the Morena renewable park in Madhya Pradesh, energy storage systems (ESS) situated alongside solar installations or placed outside the park, and the wind segment is set to be established beyond the boundaries of the Morena renewable park. Bidders have the flexibility to determine the capacity they intend to propose for both the wind and ESS components. Developers with independent renewable projects and ESS that are either operational or currently in progress are eligible to take part in the auction as well.

According to the tender guidelines, the bidders are required to furnish Rs 982,000 per MW of installed solar capacity, Rs 1.26 million per MW of wind capacity, and Rs 1.46 million per MW of ESS capacity as an earnest money deposit. The developers are required to submit Rs 2.32 million per MW of installed solar capacity, Rs 3.16 million per MW of wind capacity, and Rs 3.66 million per MW of ESS capacity as performance bank guarantee. Furthermore, RUMSL is required to enter into power purchase agreement with Madhya Pradesh Power Management Company. The bid submission deadline is April 1, 2024.

Moreover, the developers are required to provide the agreed-upon firm and dispatchable power from the project, ensuring a minimum percentage of availability during peak hours of the contracted capacity. They also have the option to obtain a maximum of 5 per cent renewable energy annually through green market sources or bilateral agreements to fulfill their supply obligations. Furthermore, RUMSL has mandated the use of indigenously manufactured solar modules listed in the Approved List of Models and Manufacturers. Additionally, under the tender, only wind-turbine models issued by Ministry of New and Renewable Energy, listed in Revised list of Models and Manufacturers will be allowed.
