NISE invites proposals for O&M of solar-powered green hydrogen facility

The National Institute of Solar Energy (NISE), an autonomous body under the Ministry of New and Renewable Energy, has released an expression of interest (EOI) inviting proposals and technical inputs for the operation and maintenance (O&M) of its solar-powered green hydrogen generation, storage, and refueling station. This facility, located in Gurugram, Haryana, includes two alkaline electrolysers with a combined production capacity of 15 normal cubic metres per hour, a two-stage compressor, 60 kg high-pressure hydrogen storage, and a hydrogen dispenser capable of delivering 99.997 per cent pure fuel at 350 bar. The station is powered by a 120 kWp rooftop solar photovoltaic system and also serves as a platform for field trials of hydrogen-fuelled vehicles. 

The EOI outlines the need for proposals to suggest viable O&M models such as public-private partnerships, third-party contracts, or performance-linked payment mechanisms. These models must include responsibility allocation, risk-sharing mechanisms, and performance incentives. A cost structure breakdown based on the proposed model is to be provided to help with budgeting and tender planning. Estimates should cover both fixed and variable O&M component costs, including manpower, consumables, utilities, and spares. Appropriate eligibility criteria for applicants, such as relevant experience in O&M of handling hydrogen or equivalent gas-based energy systems, should also be proposed. Additionally, the detailed scope of services from the O&M contractor must also be defined, alongside terms and conditions for engagement for service providers. Furthermore, NISE encourages interested parties to visit the hydrogen facility to better understand the system’s requirements. The deadline for the submission of EOI is July 9, 2025.
