Moldova Initiates Its First Onshore Wind and Solar Tender

The Republic of Moldova has launched its first tender for the construction of onshore wind power plants with a capacity of up to 105 MW and photovoltaic power plants with a maximum capacity of 60 MW. The plants will be developed by investors who, upon winning the tender, will gain the status of large eligible producers and receive guarantees for the purchase of the generated energy for 15 years. Interested investors must submit their bids by March 31, 2025, at 23:59 (EET). The bids will be opened on April 1, 2025, at 09:00 (EET).

Prospective investors are required to submit a bid application, a technical bid, and a financial bid, all of which will remain valid for 180 days following the submission deadline. The bid packages must also include a bank guarantee corresponding to the offered capacity, as detailed in the tender documentation. An investor is allowed to submit multiple bids for different projects, provided each bid is supported by a separate financial guarantee, with each project bid having an installed capacity exceeding 1 MW but less than 60 MW for photovoltaic plants and greater than 4 MW but below 105 MW for wind plants.

According to the participation criteria, successful investors will be awarded a guaranteed fixed price for 15 years for the electricity they generate. This guaranteed fixed price will be established during the tender process and cannot surpass the ceiling price of 1.5 lei/kWh for wind energy and 1.67 lei/kWh for solar energy, as determined by the National Agency for Energy Regulation. The contract will be awarded to the investor offering the lowest price below the ceiling specified in the tender documents. Once the tendered power plants are operational, the share of electricity from renewable sources is expected to rise from 10 per cent at the end of 2023 to 16.6 per cent.
