MNRE Issues Amendments to RLMM Procedure for Wind Turbine Models

The Ministry of New and Renewable Energy (MNRE) has renamed the Revised List of Models and Manufacturers (RLMM) of Wind Turbines as the Approved List of Models and Manufacturers (Wind) or ALMM (Wind). It is now compulsory to use major components such as blades, towers, gearbox, generator, and special bearings (main, pitch, and yaw bearing) from the Approved List of Models and Manufacturers (Wind Turbine Components)/ ALMM (Wind Turbine Components) in the manufacturing of listed wind turbines. Furthermore, the said list will be released by the MNRE separately. 

The amendment focuses on locating the wind turbine research and development centre, data centre, and servers within India to strengthen the cybersecurity ecosystem. The amendments will not apply to already bid wind projects and captive/ open access/ commercial and industrial/ third party sale projects to be commissioned within 18 months from July 31, 2025. Additionally, new wind turbine manufacturers and new wind turbine models will be exempted from the mandatory use of components listed in ALMM (Wind Turbine Components) for a total capacity of 800 MW for two years.

Earlier in 2018, MNRE introduced a procedure for including wind turbine models in the RLMM of Wind Turbines. RLMM was a mechanism to ensure the quality and reliability of wind turbines installed in the country, for protecting the consumer interests, while ensuring the larger energy security of the country.
