Dominion Energy, a US utility, received the final two regulatory approvals required to begin work on the 2.6 GW CVOW project. Both the US Army Corps of Engineers and the US Bureau of Ocean Energy Management (BOEM) granted it clearance. The project’s construction and operations plan, which grants offshore construction activities, has received final approval from the BOEM. The US Army Corps of Engineers has awarded a permit for the associated impacts on US waters, including the route of the electricity transmission line.

The CVOW project will be powered by 176 turbines. Three offshore substations, new onshore transmission assets, and undersea cables will be part of the additional infrastructure. It will be located 27 miles (43 km) offshore of Virginia Beach on an 113,000-acre lease area. The installation of the monopile foundation and export cable is scheduled to start in the second quarter of 2024. CVOW will produce enough renewable energy starting in late 2026 to power 660,000 households.

In July 2023, RWE Clean Energy announced eight long-term power purchase agreements (PPAs) with Dominion Energy Virginia to supply solar power totaling 300 MW. RWE will supply power from its seven solar projects, generating 750,000 MWh of clean energy. All of the projects are located in the US state of Virginia. The portfolio of solar projects covered by the PPAs will power 70,000 homes in Virginia.
