CPS Energy has released a request for proposals (RfPs) to procure up to 600 MW of solar capacity through one or more power purchase agreements. The tender is part of the utility’s Vision 2027 generation plan, which focuses on ensuring reliable and affordable supply for the San Antonio region. The RfP submission deadline is January 8, 2026.
Following this RfP, the utility expects its solar portfolio to exceed 1,600 MW in operational or contracted capacity. With more than 1,000 MW already in operation, the utility remains the largest solar offtaker in Texas. Additionally, these efforts align with the City of San Antonio’s Climate Action & Adaptation Plan, which outlines a pathway toward carbon neutrality by 2050. Furthermore, CPS Energy plans to issue another tender for battery storage by the end of 2025. This follows the previously announced 470 MW of upcoming storage capacity disclosed in 2024.
In September 2025, CPS Energy began operations of the 50 MW, two-hour Padua 1 battery energy storage system in Bexar County. The project is owned and operated by Eolian, and was selected through a 2020 RfP, with a storage capacity agreement finalised in 2023.
