Solar Energy Corporation of India (SECI) has issued a tender for developing 400 MW of interstate transmission system (ISTS)-connected wind power projects (Tranche-XVII) under the build-own-operate model. The project scope includes setting up inter-state transmission system (ISTS) connected wind projects, ensuring transmission connectivity up to the interconnection point, and supplying wind power to SECI. Developers are also required to provide operation and maintenance services for a period of 25 years. The minimum bid capacity is 50 MW, while the maximum allowed for a single bidder is 200 MW.
According to the tender guidelines, the bidders must submit a money deposit of Rs 1.29 million per MW. Additionally, successful bidders are required to pay a success charge of Rs 100,000 per MW in two equal installments—50 per cent within 30 days of the letter of award and the remaining amount before signing the power purchase agreement. The deadline for bid submission is April 15, 2025.
According to the eligibility criteria, the bidders must have a net worth of at least Rs 12.9 million per MW, based on the quoted capacity, either as of the last date of the previous financial year or at least seven days before the bid submission deadline. The bidders also must have developed wind power projects and ensured ISTS grid connectivity. Moreover, projects located in Gujarat and Rajasthan must comply with the Supreme Court’s directives and the Ministry of New and Renewable Energy’s guidelines regarding the retrofitting of transmission lines and wind turbines to prevent bird collisions in the Great Indian Bustard habitat.
