UPNEDA Calls for Bids on 2 MW Rooftop Solar Projects

The Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) has invited bids for installing 2 MW grid-connected rooftop solar systems with battery backup on government buildings. The project, valued at Rs 440 million, involves individual system capacities ranging from 11 kW to 50 kW. The selected contractor will be responsible for designing, supplying, installing, commissioning, and testing the solar systems, as well as integrating a remote monitoring system. Furthermore, bidders must provide operations and maintenance services for 10 years.

The deadline for bid submissions is November 29, 2024. The bidders are required to furnish an earnest money deposit equivalent to 2 per cent of the project’s estimated cost and a security deposit equalling 5 per cent of the work order value.

According to the eligibility criteria, the bidders should have previously supplied and installed a rooftop solar project of at least 600 kW, which constitutes 30 per cent of the bid quantity, within the last five years. Moreover, their average annual turnover during the best three years of the past five financial years must be at least Rs 132 million. Their net worth should also be positive as of the last financial year. Importantly, the system components, including modules, hybrid inverters, and batteries, must be certified with valid test reports issued by an MNRE-authorised testing centre or NABL-accredited laboratory, dated no earlier than April 2022. Only modules listed in the Approved List of Models and Manufacturers (ALMM) by the Ministry of New and Renewable Energy are permitted.

In September 2024, UPNEDA floated a tender for 320 MW grid-connected ground-mounted solar power projects, in eight locations in Jalaun, Uttar Pradesh, on a build-own-operate basis with an estimated cost of Rs 19.39 million.
