CESL Issues Tender to Establish EV Charging Stations in Faridabad

Convergence Energy Services Limited (CESL) has opened a tender for the establishment and maintenance of electric vehicle (EV) charging stations across seven locations within the Municipal Corporation of Faridabad (MCF), Haryana. The last date for bid submission is October 30, 2024, with bids set to be opened the same day. A fee of Rs 15,000 is required for the tender document, and an earnest money deposit of Rs 212,000 is also mandatory.

The project is set for completion within four months after the award or no-objection certificate. Winning bidders will oversee the full setup and operation of EV charging or battery swapping stations under a build, own, operate, and maintain (BOOM) model. Each bidder will receive at least three EV charging stations, each equipped with DC fast chargers of a minimum 50 kW capacity. Bidders must adhere to specified power level ratios, with 1/3 of stations at power levels 1 or 2, and the remaining 2/3 at levels 3, 4, or battery swapping. CESL will assign locations, and the minimum bid reserve price is Rs 1.2/kWh, plus an additional bid parameter.

Eligibility requirements mandate that bidders must demonstrate experience in EV charging or battery swapping stations from the past seven years and meet an annual turnover of Rs 4.2 million. Revenue-sharing with CESL will be based on the agreed-upon bid parameter.

In November 2023, CESL Convergence Energy Services Limited (CESL) issued a request for proposals (RfPs) for appointing an operator to purchase, supply, and do operations and maintenance of 3,600 electric buses. As a part of Pradhan Mantri e-bus Sewa Initiative, the projects involved establishment of electric and civil infrastructure on the basis of gross cost contract.
