Hindustan Petroleum Corporation Limited (HPCL) has issued a request for proposals on behalf of its subsidiary, HPCL Renewable & Green Energy. The tender is for an engineering, procurement, and construction package of a 100 MW solar project. To be located at Galiveedu, Annamayya district, Andhra Pradesh, the construction of the plant will take place at around 500 acres of Galiveedu solar park. The responsibility of a bidder includes comprehensive operations and maintenance (O&M) for a period of five years, with a possibility to extend it to additional five years.
According to the tender guidelines, the bidders are required to submit Rs 30.3 million as an earnest money deposit. Central Public Sector Undertakings are not required to make these payments. Within 30 days of receiving the letter of award, the developers are required to furnish 5 per cent of the EPC contract price as a performance bank guarantee. The bid submission deadline is May 17, 2024. The project is expected to be completed within 11 months of receiving the letter of award.
To be eligible, the bidders must have completed similar projects within the last seven years. These similar projects must involve the design, engineering, procurement, supply, construction, installation, testing, and commissioning of a ground-mounted solar power project with at least 50 MW capacity on a turnkey basis. Additionally, they should have managed the O&M of the project for at least one year after it became operational. They need to have finished three similar projects, each costing at least Rs 2.25 billion, or two similar projects, each worth at least Rs 2.81 billion. Alternatively, they should have completed at least one similar project with a minimum value of Rs 4.5 billion. The bidders must have also overseen the operation and maintenance of this project for a minimum of one year. Furthermore, HPCL has mandated the use of indigenously manufactured solar modules listed in the Approved List of Models and Manufacturers.
