Issues Expression of Interest (EoI) for Solar Projects

Indian Oil Corporation Limited (IOCL) has issued expressions of interest for empanelling contractors for solar projects at its locations and retail outlets.

According to the tender guidelines, the project encompasses the entire process from design and engineering to testing, supply, packaging, transportation, unloading, storage, installation, and commissioning of a solar system under a lump sum turnkey arrangement. This provides a holistic solution for the solar project along with extensive operation and maintenance (O&M) services. The project’s O&M will initially span a two-year period, with the potential for a further extension of up to three years, subject to meeting performance expectations. The bid submission deadline is May 8, 2024.

IOCL aims to utilise rooftops and available land in various locations across India for the installation of solar photovoltaic projects, with the goal of optimising the generation and utilisation of renewable energy. Vendor selection will occur across two categories: one covering both critical and non-critical jobs and the other solely for non-critical jobs. Suppliers who fail to satisfy the standard qualifying requirements for annual turnover and previous experience will be classified as critical and non-critical jobs. Furthermore, this category will then be further subdivided into two groups: category I, which is categorised by geographic regions (north, south, east, and west) and covers capacities that range from 1 and 50 kWp, and category II, which covers capacities above 50 and 500 kWp nationwide.

To be eligible, a certain cumulative capacity of solar projects installed and commissioned in India during the previous three years, ending on the last day of the month just prior to the month in which the bid submission deadline occurs must have been completed by the applicant. The minimum cumulative capacity prerequisites for the corresponding categories, critical and non-critical jobs, both I and II, are 150 kW and 1,500 kW, respectively.
