SECI Tender: Production of Green Hydrogen Facilities

The Solar Energy Corporation of India (SECI) has issued a request for proposals to select green hydrogen producers for developing manufacturing facilities for green hydrogen as part of Component II (Mode 1, Tranche II) of the Strategic Interventions for Green Hydrogen Transition (SIGHT) programme. The projects can be established at any location in India chosen by the producer at their own discretion, bearing the cost, risk, and responsibility. The producer is also free to change the project location during the execution or construction period. The green hydrogen producer will be tasked with establishing production facilities for green hydrogen and its derivatives.

The total capacity that can be allocated as a part of the tender is 450,000 metric tonnes per annum (MTPA) of green hydrogen. The programme’s auctions will be divided into two categories. It includes bucket 1 of technology agnostic pathways with a capacity of 410,000 MTPA, and bucket II of biomass-based pathways offering 40,000 MTPA. A single bidder can be awarded a maximum capacity of 90,000 MTPA, with a minimum capacity requirement of 10,000 MTPA for bucket I. For bucket II, the maximum capacity is limited to 4,000 MTPA, with a minimum capacity of 500 MTPA. Bidders are eligible to submit bids for either bucket or both. The bidders are required to quote capacities in multiples of 500 MTPA only. The bid submission deadline is August 21, 2024.

The allocated capacity will remain unchanged for three years from the issuance of the letters of award (LOA). To commission full production capacity, the green hydrogen production facilities will have 36 months from the issuance date of the LoA.
