NTPC Vidyut Vyapar Nigam (NVVN) has issued a tender to empanel engineering, procurement, and construction (EPC) contractors for rooftop and ground-mounted solar power projects, with an upper capacity limit of 20 MW per vendor.
According to the tender guidelines, the scope of work includes the design, engineering, supply, transportation, unloading, storage, installation, testing, and commissioning of solar projects. The contractors must also execute all associated electrical and civil works. For rooftop systems, the bidders are required to provide remote monitoring systems, along with the hardware and software needed to transmit data to NVVN’s centralised monitoring platform. For ground-mounted projects, the bidders must construct a central control station, including a storeroom, switchgear, supervisory control and data acquisition system, inverter, and battery room. The empanelment will remain valid for one year. Selected bidders will also be responsible for the operation and maintenance of the projects for a period of ten years, covering electrical equipment, consumables, and spare parts. The deadline for bid submission is July 23, 2025.
According to the eligibility criteria, the bidders are required to meet at least one of the following: they must have designed, engineer, supplied, executed or supervised the commissioning of solar projects totalling at least 400 kW. Atleast one of the projects must have a minimum 40 kW capacity, and be operational for a minimum of six months before the bid deadline. Alternatively, they must have developed solar projects with a similar capacity and operational record. Alternatively, the bidders may qualify if they have executed an industrial project worth Rs 40 million in the power, steel, petrochemicals, cement, coal mining, or related sectors within the last ten years as a developer or EPC contractor, which has been operational for at least one year before the bid deadline. Furthermore, the bidders must have executed at least one electrical substation of a minimum 11 kV voltage level, with components such as 11 kV or higher circuit breakers and a power transformer, operational for at least one year. In addition to the technical requirements, the bidders must demonstrate a minimum net worth equal to 100 per cent of their paid-up share capital in the previous financial year.
