Navi Mumbai Municipal Corporation floats tender for 100 MW floating solar project

Navi Mumbai Municipal Corporation (NMMC) has issued a request for proposals to set up a 100 MW floating solar project and a 1.5 MW hydroelectric project. The project will be located at Morbe dam in Raigarh district of Maharashtra. According to the tender guidelines, the bidders are required to submit Rs 25 million as an earnest money deposit. The developer is required to furnish Rs 325 million as a performance bank guarantee. The bid submission deadline is April 2, 2024.

The floating solar initiative will be executed in two phases, with capacities of 60 MW and 40 MW respectively. Each year, it aims to generate 10.80 million units (MU) of electricity from hydroelectric ventures, along with 208.8 MU (divided into 125.28 MU for phase 1 and 83.52 MU for phase 2) from the floating solar project. The projects need to secure financial closure within 210 days after signing the power purchase agreement. The commercial operation date (CoD) for the hydroelectric project should be 18 months after achieving financial closure. Phase 1 of the floating solar project must achieve CoD within 12 months of securing financial closure. While, phase 2 should attain CoD either 12 months after phase 1’s CoD or 12 months from NMMC’s issuance of the next phase order, whichever occurs earlier.

The potential bidders are required to complete a minimum of three projects, each with a capacity of at least 40 MW, at least two projects, each with a capacity of at least 50 MW, or a single project with a capacity of at least 80 MW which should have been undertaken for government, public sector, or private sector entities within the last decade. Bidders who have successfully executed a single project with a cumulative capacity of 100 MW, encompassing various packages, phases, contracts, or agreements, at a single site are eligible to participate as well. The declared annual capacity utilisation factor should be at least 19 per cent for floating solar project and at most 30 per cent for the hydroelectric project. Furthermore, it has been mandated to use indigenously manufactured solar modules from the Approved List of Models and Manufacturers.
