Solar Energy Corporation of India Limited (SECI) is a Government of India Enterprise under the administrative control of the Ministry of New & Renewable Energy (MNRE). One of the main objectives of the Company is to assist the Ministry and function as the implementing and facilitating arm of the National Solar Mission (NSM) for development, promotion and commercialization of solar energy technologies in the country. SECI has received interest from prospective Buying Entities across the country, to utilize energy storage systems, on a “On-Demand” basis, suited to their requirements during the peak and off-peak hours. Accordingly, SECI hereby wishes to invite proposals for setting up of ISTS-connected Pilot Projects of Standalone Battery Energy Storage Systems (BESS), for an aggregate storage capacity of 1000 MWh (500 MW x 2 hrs).

The final tender document will be issued by SECI on the Guidelines issued under Section 63 of the Electricity Act, 2003. The draft Guidelines and draft Request for Selection (RfS) documents are enclosed herewith. Prospective bidders are hereby invited to review these documents and submit their comments to SECI by 27.10.2021. A pre-bid conference with stakeholders including the prospective bidders, is scheduled to be held on 28.10.2021, at 4:00 PM IST, to discuss the draft Guidelines and the RfS documents. The final RfS document will be published by SECI based on the comments and discussions held in the above conference.

The above meeting will be conducted through video-conferencing on the Microsoft Teams Platform. Invitations for the meeting will be sent out on 27.10.2021. Prospective applicants interested to participate in the meeting may intimate the names and email ids of respective participants, by mailing to jayansh.gaur@seci.co.in and pratikpr@seci.co.in, latest by 26.10.2021.

SECI may limit the number of participants from each organization to 2 (two), in view of limitations on the Teams platform.
