Bihar Issues Tender for 125 MW Battery Energy Storage Projects

Bihar State Power Generation Company Limited (BSPGCL) has issued a tender for setting up a 125 MW/ 500 MWh standalone battery energy storage system (BESS) with viability gap funding (VGF) support under the build, own, operate, and transfer model. The deadline for bid submission is March 23, 2025. 

According to the tender guidelines, the bidders are required to submit a money deposit of Rs 750,000. Selected developers are required to furnish a performance bank guarantee of Rs 1.85 million per MW. Additionally, they are also required to pay a tender fee of Rs 29,500 and a tender processing fee of Rs 590. The minimum bid capacity is 5 MW/ 20 MWh, while the maximum is 125 MW/ 500 MWh. Successful bidders will receive VGF support of Rs 2.7 million per MWh or 30 per cent of the capital cost, whichever is lower.

The BESS must be connected to the state transmission utility at a minimum voltage level of 33 kV. It will be utilised for charging and discharging based on dispatch instructions from the state load dispatch center in coordination with distribution companies. Only commercially established and operational technologies will be considered to mitigate technology risk and ensure timely commissioning. According to the eligibility criteria, the bidders must have had a minimum annual turnover of Rs 30 million over the last three financial years and must maintain a positive net worth.
