Maharashtra issues bids for 49 MW solar project under PM-KUSUM

MSEB Solar Agro Power Limited (MSAPL) has issued a request for proposals to purchase power from 49 MW solar projects under component C of the Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM-KUSUM) programme for feeder level solarisation. The project will be established as a part of second phase of Mukhyamantri Saur Krushi Vahini Yojana Programme.

According to the tender guidelines, the bidders are required to consent to a tariff cap of Rs 3.10 per kWh at both the unit and project levels. Furthermore, the bidders are required to submit an earnest money deposit equaling Rs 100,000 per MW of the quoted capacity. A project must consist of a group of units, and the combined capacity for a project bid should be no less than 50 MW. The developers are required to furnish a performance bank guarantee equaling Rs 500,000 per MW of the quoted capacity. The winning bidder is required to secure financing and manage all stages of the units’ lifecycle, encompassing development, design, engineering, procurement, construction, commissioning, operation, and maintenance. The bid submission deadline is March 5, 2024.

If Maharashtra State Electricity Distribution Company discover any new substations in the Solapur region that meet the prescribed criteria for interconnection at voltage levels of 11 kV/ 22 kV/ 33 kV before the bid due date, the option to acquire an additional 57 MW of solar power capacity is available.  To be eligible, for projects with a quoted capacity surpassing 200 MW, bidders are required to have commissioned or own an operational solar capacity of at least 250 MW. Foreign investment funds qualify if their assets under management amount to a minimum of Rs 10 billion and they possess investible funds of at least Rs 5 billion.
