Gujarat Urja Vikas Nigam Limited (GUVNL) has issued a tender to procure power from 250 MW grid-connected wind power projects, along with an additional greenshoe option for another 250 MW. The deadline for bid submission is February 11, 2025.
According to the tender guidelines, the bidders are required to pay Rs 25,000 plus GST as the bid document fee and Rs 300,000 plus 18 per cent GST as the tender processing fee. Additionally, bidders must provide a deposit of Rs 1.3 million per MW and a performance bank guarantee of Rs 3.2 million per MW. The projects must be designed to interconnect with either the state transmission utility or the central transmission utility through a dedicated transmission line, ensuring energy delivery at the Gujarat Energy Transmission Corporation’s periphery. Only commercially established and operational technologies are allowed, and bidders must use wind turbine models listed in the Ministry of New and Renewable Energy’s revised list of approved models and manufacturers.
Bidders will be responsible for setting up and maintaining the transmission infrastructure up to the point of interconnection and energy accounting infrastructure at their own expense. The renewable energy generating stations must provide dynamically varying reactive power support to maintain the power factor within the range of 0.95 lagging to 0.95 leading. Land acquisition for the project will be the responsibility of the bidders. They must ensure a minimum capacity utilisation factor of 22 per cent and will face compensation penalties of up to 50 per cent of the power purchase tariff for any shortfalls in energy generation.
