The Central Electricity Authority (CEA) has issued new guidelines for verifying the captive status of generating plants where power producers and their users are located in more than one state.
The guidelines have been introduced under the Electricity Rules, 2005, with the approval of the central government. They mandate an annual verification process for captive generating plants and their users, requiring applications to be submitted by May 31st each year. Applicants must provide affidavits and detailed data on electricity generation, user-wise consumption, and equity shareholding. In the case of group captive setups, plant owners must ensure only eligible users are included. The verification process will be completed within two months of receiving a complete application. Additional provisions apply to multiple generating plants sharing a single grid interface, requiring separate applications, affidavits from plant owners, and authentication of total energy generation by relevant authorities.
